Welcome to the R-Mare Matrix: A Risk Maturity Model for Maritime Authorities

Maritime authorities bear the administrative responsibility for ensuring the safety and security of shipping while preventing marine and atmospheric pollution caused by vessels. Effective risk management is essential for these authorities to fulfill their responsibilities.

Background

The R-Mare Matrix is based on scientific principles in risk management and has been developed through close collaboration with end-users and maritime risk management experts. This qualitative risk maturity matrix facilitates self-evaluation for maritime authorities. For more information about the R-Mare Matrix model, please refer to the scientific article by Laine et al. The matrix encompasses 17 risk management attributes, a five-step risk maturity scale, and detailed descriptions within a risk maturity grid. Utilizing the R-Mare Matrix allows maritime authorities to assess their current risk management performance and identify areas for improvement. It also provides a framework for developing a plan to enhance maturity levels. The primary advantage of the R-Mare Matrix is that it enables maritime administrations to understand their current capabilities and identify specific areas for future enhancement in risk management.

How to Use the R-Mare Matrix

Step 1: Registration Decision

Users can choose whether to register:

  • If Registered: The results from the R-Mare Matrix model will be stored in the database and included in the combined Risk Level Selections of all users.
  • If Not Registered: Users can still utilize the R-Mare Matrix model and export their personal risk level selections as a PDF or Excel file. However, these results will not be saved in the combined user database.

Step 2: Access the R-Mare Matrix Model

Click the R-Mare Matrix model button on the sidebar.

Step 3: Select Risk Management Attributes

Choose the risk management attributes you want to include in your assessment.

Step 4: Specify Risk Maturity Levels

For each selected risk management attribute, specify the corresponding risk maturity level that reflects your perception of your organization’s performance. Users can also provide a brief written justification for their assessment.

Step 5: Export Results

Export your results as a PDF or Excel file.

Step 6: Review Personal Results

View your personal results and compare them to the combined Risk Level Selections of all users.
